Dr. Fisher is a board certified physician of Internal Medicine. He completed his medical degree at the Uniformed Services University of the Health Services in Bethesda, Maryland, and was an internal medicine intern and resident at the Naval Hospital in Portsmouth.

Following his residency, Dr. Fisher served at the Naval Hospital in Guantanamo Bay, Cuba, and held a number of positions, including department head of Ambulatory Care and chair of both the Pharmacy and Therapeutics Committee and the Infection Control Committee.

After three years, he moved to the Naval Hospital in Oak Harbor where he served as the sole internist and senior medical executive. For his service, he received two Navy Commendation Medals and a Navy Achievement Medal. He retired from the military in 2010 and began a private practice in Coupeville.
